We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

clang-format (https://reviews.llvm.org/D33932) to keep primary headers
at the top and handle new utility headers like 'gmock' consistently with
other utility headers.
No other change was made. I did no manual edits, all of this is
clang-format.
This should allow other changes to have more clear and focused diffs,
and is especially motivated by moving some headers into more focused
libraries.

Summary: Before the change, *Opt never actually gets updated by the end
of toNext(), so for every next time the loop has to start over from
child_begin(). This bug doesn't affect the correctness, since Visited prevents
it from re-entering the same node again; but it's slow.

Summary: By generalize the interface, users are able to inject more flexible Node token into the algorithm, for example, a pair of vector<Node>* and index integer. Currently I only migrated SCCIterator to use NodeRef, but more is coming. It's a NFC.

It's fishy to be changing the `std::vector<>` owned by the iterator, and
no one actual does it, so I'm going to remove the ability in a
subsequent commit. First, update the users.

more graphs, like all graphs with 5 nodes or less. With a 32 bit
unsigned type, the maximum is graphs with 6 nodes or less, but that
would take a while to test - 5 nodes or less already requires a few
seconds.

This computes every graph with 4 or fewer nodes, and checks that the SCC
class indeed returns exactly the simply connected components reachable
from the initial node.
