Xinliang David Li 650f9d4bf5 [PartialInlining] Profile based cost analysis 
Implemented frequency based cost/saving analysis
and related options.

The pass is now in a state ready to be turne on
in the pipeline (in follow up).

Sean Silva fa714f9672 Move this test to x86-specific directory. 
No bots have yelled yet, but this test references an x86 intrinsic.
Also, it invokes llc on x86 IR.

Fixup to r277315.
