Summary:
We need to do two things:
- Initialize BSSSection in MCObjectFileInfo::InitCOFFMCObjectFileInfo
- Teach TargetLoweringObjectFileCOFF::SelectSectionForGlobal what to do
with it
This fixes PR16861.
