Dmitri Gribenko 9becc6c2af Support/ConvertUTF: implement U+FFFD insertion according to the recommendation 
given in the Unicode spec

That is, replace every maximal subpart of an ill-formed subsequence with one
U+FFFD.

Dmitri Gribenko 328027bf26 Move UTF conversion routines from clang/lib/Basic to llvm/lib/Support 
This is required to use them in TableGen.
