Eric Christopher 598198edbc Revert "Temporarily Revert "Add basic loop fusion pass."" 
The reversion apparently deleted the test/Transforms directory.

Will be re-reverting again.

As it's causing some bot failures (and per request from kbarton).

Teresa Johnson b1a5bd8ba9 [ThinLTO] Add an import cutoff for debugging/triaging 
Summary:
Adds -import-cutoff=N which will stop importing during the thin link
after N imports. Default is -1 (no  limit).
