Eric Christopher 598198edbc Revert "Temporarily Revert "Add basic loop fusion pass."" 
The reversion apparently deleted the test/Transforms directory.

Will be re-reverting again.

Eric Christopher 02cc44c1b9 Temporarily Revert "Add basic loop fusion pass." 
As it's causing some bot failures (and per request from kbarton).

Sanjay Patel d4e1d2f774 [LoopVectorizer] give more advice in remark about failure to vectorize call 
Something like this is requested by:
https://bugs.llvm.org/show_bug.cgi?id=40265
...and it seems like a common enough case that we should acknowledge it.
