c3f211d97b Fix parameter name comments using clang-tidy. NFC.
This patch applies clang-tidy's bugprone-argument-comment tool
to LLVM, clang and lld source trees. Here is how I created this
patch:

2ba1c95516 [CVP] Reenable nowrap flag inference
Inference of nowrap flags in CVP has been disabled, because it
triggered a bug in LFTR (https://bugs.llvm.org/show_bug.cgi?id=31181).
This issue has been fixed in D60935, so we should be able to reenable
nowrap flag inference now.

The fix is in commit 4f9e68148bd0dada2d6997625432385918ac2e2c.

This patch fixes the CorrelatedValuePropagation pass to keep
prof branch_weights metadata of SwitchInst consistent.
It makes use of SwitchInstProfUpdateWrapper.
New tests are added.

9361861fe5 Reapply [CVP] Simplify non-overflowing saturating add/sub
If we can determine that a saturating add/sub will not overflow based
on range analysis, convert it into a simple binary operation. This is
a sibling transform to the existing with.overflow handling.

Reapplying this with an additional check that the saturating intrinsic
has integer type, as LVI currently does not support vector types.

f4c874ffcf [CVP] Fix assertion failure on vector with.overflow
Noticed on D62703. LVI only handles plain integers, not vectors of
integers. This was previously not an issue, because vector support
for with.overflow is only a relatively recent addition.

03c816bd0e Revert "[CorrelatedValuePropagation] Fix prof branch_weights metadata handling for SwitchInst"
This reverts commit 53f2f3286572cb879b3861d7c15480e4d830dd3b.

As reported on D62126, this causes assertion failures if the switch
has incorrect branch_weights metadata, which may happen as a result
of other transforms not handling it correctly yet.

b43581e708 [CVP] Remove unnecessary checks for empty GNWR; NFC
The guaranteed no-wrap region is never empty, it always contains at
least zero, so these optimizations don't ever apply.

To make this more obviously true, replace the conversative return
in makeGNWR with an assertion.

6e5b564f91 [CorrelatedValuePropagation] Mark subs that we know not to wrap with nuw/nsw.
Summary:
Teach CorrelatedValuePropagation to also handle sub instructions in addition to add. Relatively simple since makeGuaranteedNoWrapRegion already understood sub instructions. Only subtle change is which range is passed as "Other" to that function, since sub isn't commutative.

Note that CorrelatedValuePropagation::processAddSub is still hidden behind a default-off flag as IndVarSimplify hasn't yet been fixed to strip the added nsw/nuw flags and causes a miscompile. (PR31181)

28e34c70ef [CVP] Simplify umulo and smulo that cannot overflow
If a umul.with.overflow or smul.with.overflow operation cannot
overflow, simplify it to a simple mul nuw / mul nsw. After the
refactoring in D60668 this is just a matter of removing an
explicit check against multiplications.

50d2be30be [IR] Add WithOverflowInst class
This adds a WithOverflowInst class with a few helper methods to get
the underlying binop, signedness and nowrap type and makes use of it
where sensible. There will be two more uses in D60650/D60656.

The refactorings are all NFC, though I left some TODOs where things
could be improved. In particular we have two places where add/sub are
handled but mul isn't.

0ac04b4ce6 [DTU] Refine the interface and logic of applyUpdates
Summary:
This patch separates two semantics of `applyUpdates`:
1. User provides an accurate CFG diff and the dominator tree is updated according to the difference of `the number of edge insertions` and `the number of edge deletions` to infer the status of an edge before and after the update.
2. User provides a sequence of hints. Updates mentioned in this sequence might never happened and even duplicated.

Logic changes:

Previously, removing invalid updates is considered a side-effect of deduplication and is not guaranteed to be reliable. To handle the second semantic, `applyUpdates` does validity checking before deduplication, which can cause updates that have already been applied to be submitted again. Then, different calls to `applyUpdates` might cause unintended consequences, for example,
```
DTU(Lazy) and Edge A->B exists.
1. DTU.applyUpdates({{Delete, A, B}, {Insert, A, B}}) // User expects these 2 updates result in a no-op, but {Insert, A, B} is queued
2. Remove A->B
3. DTU.applyUpdates({{Delete, A, B}}) // DTU cancels this update with {Insert, A, B} mentioned above together (Unintended)
```
But by restricting the precondition that updates of an edge need to be strictly ordered as how CFG changes were made, we can infer the initial status of this edge to resolve this issue.

Interface changes:
The second semantic of `applyUpdates`  is separated to `applyUpdatesPermissive`.
These changes enable DTU(Lazy) to use the first semantic if needed, which is quite useful in `transforms/utils`.

1c34480b50 Move DomTreeUpdater from IR to Analysis
DomTreeUpdater depends on headers from Analysis, but is in IR.  This is a
layering violation since Analysis depends on IR.  Relocate this code from IR
to Analysis to fix the layering violation.

27ae9060d2 [CVP] Use LVI to constant fold deopt operands
Deopt operands are generally intended to record information about a site in code with minimal perturbation of the surrounding code. Idiomatically, they also tend to appear down rare paths. Putting these together, we have an obvious case for extending CVP w/deopt operand constant folding. Arguably, we should be doing this for all operands on all instructions, but that's definitely a much larger and risky change.

6b547686c5 Update the file headers across all of the LLVM projects in the monorepo
to reflect the new license.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.

Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

18e311ebbb [Dominators] Convert existing passes and utils to use the DomTreeUpdater class
Summary:
This patch is the second in a series of patches related to the [[ http://lists.llvm.org/pipermail/llvm-dev/2018-June/123883.html | RFC - A new dominator tree updater for LLVM ]].

It converts passes (e.g. adce/jump-threading) and various functions which currently accept DDT in local.cpp and BasicBlockUtils.cpp to use the new DomTreeUpdater class.
These converted functions in utils can accept DomTreeUpdater with either UpdateStrategy and can deal with both DT and PDT held by the DomTreeUpdater.

8325fb20d4 Move Analysis/Utils/Local.h back to Transforms
Review feedback from r328165. Split out just the one function from the
file that's used by Analysis. (As chandlerc pointed out, the original
change only moved the header and not the implementation anyway - which
was fine for the one function that was used (since it's a
template/inlined in the header) but not in general)

519b8ede8d [CVP] Require DomTree for new Pass Manager
We were previously using a DT in CVP through SimplifyQuery, but not requiring it in
the new pass manager. Hence it would crash if DT was not already available. This now
gets DT directly and plumbs it through to where it is used (instead of using it
through SQ).

0818e789cb Rename DEBUG macro to LLVM_DEBUG.
The DEBUG() macro is very generic so it might clash with other projects.
The renaming was done as follows:
- git grep -l 'DEBUG' | xargs sed -i 's/\bDEBUG\s\?(/LLVM_DEBUG(/g'
- git diff -U0 master | ../clang/tools/clang-format/clang-format-diff.py -i -p1 -style LLVM
- Manual change to APInt
- Manually chage DOCS as regex doesn't match it.

In the transition period the DEBUG() macro is still present and aliased
to the LLVM_DEBUG() one.

2732c9eec9 [CVP] simplify phi with constant incoming values that match common variable edge values
This is based on an example that was recently posted on llvm-dev:

283527b390 Fix a couple of layering violations in Transforms
Remove #include of Transforms/Scalar.h from Transform/Utils to fix layering.

Transforms depends on Transforms/Utils, not the other way around. So
remove the header and the "createStripGCRelocatesPass" function
declaration (& definition) that is unused and motivated this dependency.

Move Transforms/Utils/Local.h into Analysis because it's used by
Analysis/MemoryBuiltins.cpp.

because we've determined that these regressions were noise.

674f4d7428 [CVP] Don't Replace incoming values from unreachable blocks with undef.
This pretty much reverts r322006, except that we keep the test,
because we work around the issue exposed in a different way (a
recursion limit in value tracking). There's still probably some
sequence that exposes this problem, and the proper way to fix that
for somebody who has time is outlined in the code review.

DeferredDominance. This reduces the performance impact of
updating the DominatorTree at every edge insertion and
deletion. A user may call DDT->flush() within JumpThreading
for an up-to-date DT. This patch currently has one flush()
at the end of runImpl() to ensure DT is preserved across
the pass.

LVI is also preserved to help subsequent passes such as
CorrelatedValuePropagation. LVI is simpler to maintain and
is done immediately (not deferred). The code to perform the
preversation was minimally altered and simply marked as
preserved for the PassManager to be informed.

This extends the analysis available to JumpThreading for
future enhancements such as threading across loop headers.

ca5199fe25 [CVP] Replace incoming values from unreachable blocks with undef.
This is an attempt of fixing PR35807.
Due to the non-standard definition of dominance in LLVM, where uses in
unreachable blocks are dominated by anything, you can have, in an
unreachable block:

  %patatino = OP1 %patatino, CONSTANT

When `SimplifyInstruction` receives a PHI where an incoming value is of
the aforementioned form, in some cases, loops indefinitely.

What I propose here instead is keeping track of the incoming values
from unreachable blocks, and replacing them with undef. It fixes this
case, and it seems to be good regardless (even if we can't prove that
the value is constant, as it's coming from an unreachable block, we
can ignore it).

7af26ab717 [CVP] Remove some {s|u}add.with.overflow checks.
Summary:
This adds logic to CVP to remove some overflow checks.  It uses LVI to remove
operations with at least one constant.  Specifically, this can remove many
overflow intrinsics immediately following an overflow check in the source code,
such as:

if (x < INT_MAX)
    ... x + 1 ...
