At the same time, fixes InstructionsTest::CastInst unittest: yes
you can leave the IR in an invalid state and exit when you don't
destroy the context (like the global one), no longer now.

The bindings were originally added in r251472, and reverted in r251473 due to
the builder failures.

Also, flesh out the Orc unit test infrastructure slightly, and add a unit test
