Sam Parker 6892c31cf9 [SCEV] Use wrap flags in InsertBinop

If the given SCEVExpr has no (un)signed flags attached to it, transfer
these to the resulting instruction or use them to find an existing
instruction.

The LLVM Compiler Infrastructure

This directory and its subdirectories contain source code for LLVM,
a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.
