fix: require native Agent consensus and show discovery loading first
Preserve native CLI completion and recovery, collect explicit approvals for an immutable candidate, and honor invitation order. Display the existing loading animation before first-run onboarding. Keep provider configuration owned by native Agents. Checks: desktop 1684 tests, frontend 375 tests, both frontend builds and desktop pack; real six-Agent Electron consensus completed, including a 381-second Hermes invocation.
