fix(agents): enable OpenCodeReview direct chats

Allow ready OpenCodeReview installations to appear in the sidebar and be opened as direct conversations for user review instructions.

Route explicit OpenCodeReview sends through the read-only code-review runtime so writable direct conversation defaults do not create a capability mismatch, while continuing to avoid native session persistence.

Verification: npm --prefix frontend test; npm --prefix desktop test; npm --prefix frontend run build; npm --prefix frontend run build:desktop; npm --prefix desktop run pack.
