Ports: Update file to 5.48

I'm pretty sure the existing build script was only working by accident
due to whoever wrote it having file installed on the host, on NixOS I
got the following:

[file/build] file: error while loading shared libraries: libmagic.so.1:
             cannot open shared object file: No such file or directory
[file/build] Cannot use the installed version of file () to
[file/build] cross-compile file 5.48
[file/build] Please install file 5.48 locally first

s/PATH/LD_LIBRARY_PATH/ fixed that.
