docs(changelog): ship #6993 in 0.10.2 and freeze the release source

0.10.2 is still untagged. The release candidate on 9f25ef094c cannot be
paired with a valid local package receipt: its crate dry run linked
dependency rlibs that Cargo reused from an earlier same-version dry run
(tmp-registry units are fresh by version, not by source), so the
receipt has to be re-run on a clean, isolated build anyway. Rather than
check out an older commit, 0.10.2 is frozen at this main commit, which
adds only #6993 (69cde44caa, @Lstarsky0's settings footer preview) and
its bullet, moved from [Unreleased] into the 0.10.2 section unchanged.
Later engine changes go under [Unreleased] and do not move the tag.

Verification: ./scripts/sync-changelog.sh; check-versions
--require-dated-release exit 0. #6993's code was verified before merge
(349 focused TUI tests on current main, clippy and fmt clean).
