CodeWhale Bot 1ce833117d fix(engine): restore moved feature and Windows checks [skip ci]
For #5587, remove seven now-unfulfilled lint expectations, tighten the Windows-only test allocation and path import to their actual consumers, and read emitted web event types from their current Engine owner. Four open dependency PRs had recorded the same failures.

The frozen source built the macOS CLI and passed an all-features Engine cross-check for x86_64-pc-windows-gnu. The Rust workspace denies warnings. The existing web vocabulary case passed. Dead-code suppressions fell from 144 to 137 and the blocking-call budget passed. No native Windows execution.

"_comment": "Ceiling for dead-code suppressions across crates/, counting both `#[allow(dead_code)]` and `#[expect(dead_code)]`. `total` is the sum and is the ratcheted figure. It may go down freely; raising it needs a reviewer to say why in the PR. Regenerate with: python3 scripts/check-dead-code-budget.py --update",
