all-bits-zero in the field being fixed up. Remove all OBJ_ELF
special cases. Handle BFD_RELOC_ARM_PLT32 like
BFD_RELOC_ARM_PCREL_BRANCH.
(tc_gen_reloc): Remove OBJ_ELF special case.
