feat: add regional CNY/USD pricing and English localization / 增加区域人民币/美元价格与英文国际化 (#6945)

* feat(desktop): add regional pricing and English localization Problem: Desktop cost estimates assumed a single CNY price table, while automatic session titles and several desktop options remained Chinese-only for English users. Root cause: Currency selection was coupled to persisted language settings, browser locale never reached controller rebuilds, cost telemetry lacked consistent regional repricing, and fallback copy was not localized at the API boundary. Fix: Add official CNY/USD regional pricing with auto locale detection and an explicit desktop override, preserve structured currency telemetry and custom prices, localize session titles and missing desktop options, and make generated titles follow the user's language. Verification: Passed config/boot/serve and full desktop Go suites, frontend typecheck and production build, focused frontend behavior tests, the cache guard, and git diff checks. * fix: preserve regional pricing and manual topic titles Problem: Auto regional pricing could overwrite persisted official price tables, and manually entered default-like topic titles were localized. Root cause: Pricing normalization did not retain TOML provenance, while title localization inferred automation from title text alone. Fix: Carry regional pricing provenance through config loading, normalization, backfill, and edit replay; only explicit currency choices override persisted tables. Propagate topic title source through desktop runtimes and localize only auto-generated default titles. Reject mixed-currency totals and prevent project config from overriding user regional preferences.
