test: approve the workspace and pin perseveration fixture bytes

Workspace configuration only takes effect once the workspace is approved,
so the perseveration boot effect tests reached the real provider instead
of the registered stub.

The perseveration guard fixtures are byte-exact recordings; checking them
out with CRLF on Windows shifts every offset the test asserts.
