Add missing CHANGELOG entry for #5632 in v1.15.1 (#5651)

Summary:
- https://github.com/facebookresearch/faiss/issues/5632 (Add explicit IVFPQ scanner distance modes) landed between the changelog generation and the version bump in https://github.com/facebookresearch/faiss/issues/5645, so it ships in 1.15.1 but was missing from `CHANGELOG.md`.
- Adds it under `Added` in the 1.15.1 section.

Changelog-only; no code changes.

**Time-sensitive:** the v1.15.1 tag will be cut from the latest `main`. Landing this before tagging gets the entry into the released changelog.
