PEGTL: pin a fork carrying upstream's libc++ char_traits fix

Newer libc++ (emscripten's already) no longer defines the generic
std::char_traits primary template, and PEGTL's resize_uninitialized
instantiates char_traits<unsigned char> and <std::byte> under libc++.
Upstream fixed it in c4067d98, but only on the 4.x line, which renames
headers the demangler uses. pcsx-redux/PEGTL redux-pin is the existing
pin plus that one commit.
