PowerReplayUSB: use a 74AHC02 for GATES

The 74LVC02 is specified for a 1.65-3.6V supply; only its inputs tolerate
5.5V. GATES sits on the cart 5V rail, so stay in the AHC family the board
was designed with: 74AHC02PW, LCSC C55190887.
