lan_auth harness: run its test in horizon-client-lib

net.rs moved to horizon-client-lib in the client library split (42a5981e94).
`cargo test -p horizon-client --lib` no longer has net::tests, so the
harness ran zero tests and compared vanilla's cases against an empty list:
parity-main failed on lan_auth and bisected it.
