John Kennedy 734d95c07f fix: bump aiohttp>=3.13.4 and cryptography>=46.0.6 for security patches ...

Adds minimum version pins for transitive dependencies to resolve
all 11 open Dependabot alerts (aiohttp: 10 alerts, cryptography: 1 alert).
