Description

Core workflows, tracing, and task pipelines need to read and persist messages but currently rely on API-specific repositories or raw database access. We should move the message repository protocol and its factory into the core package so these components can depend on a shared abstraction.

Motivation

Keeping message persistence in the core layer avoids duplicating logic and reduces cross-layer dependencies. It also lets future core modules evolve without reaching into API internals.
