Add GitLab CI

Build linux-x64, linux-aarch64, windows-x64 and osx-x64. nall drives the
build through target=/binary= and drops the library in nSide/out/, so each
job carries its own script.

The library is renamed nside_* : it is a higan fork and would otherwise
overwrite higan's own sfc_balanced core on the buildbot.
