fix(dsp): drop INLINE from DSPExec to fix MSVC link error
DSPExec is declared in dsp.h with external linkage but was defined INLINE (which expands to MSVC's _inline) in dsp.c. At v2.2.0 the function was small enough that MSVC always inlined it, so no external symbol was needed. Recent DSP changes (computed-goto, inline switch dispatch, delay-slot inlining) inflated the function past MSVC's inline budget — MSVC then emits the body with internal linkage only, which causes 'unresolved external symbol _DSPExec' in jaguar.c at Windows link time. GPUExec (the parallel function in src/tom/gpu.c) is correctly defined without INLINE for the same reason. Match that. Also update RELEASE_NOTES_v2.3.0.md commit/file/line counts to match the current branch tip (158 commits / 263 files). Co-Authored-By: Claude Opus 4.7 <[email protected]>
