perf(blitter): SIMD-accelerate ADDARRAY cascade in accurate blitter

Replace the 4x scalar ADD16SAT calls inside ADDARRAY with a single
vectorized add16sat_x4 operation dispatched through the existing
blitter_simd_ops vtable. This is the hottest leaf function in the
entire emulator (profile: 1910 samples in AvP gameplay), called
millions of times per frame from BlitterMidsummer2.

The Jaguar's ADD16SAT has a non-trivial 3-stage carry chain per
16-bit lane (low byte -> mid nibble -> high nibble) with conditional
carry propagation (eightbit, hicinh) and saturation logic. The new
SIMD implementations process all 4 lanes simultaneously:

  - NEON (ARM64): uint16x4_t vectors with vbsl for saturation select
  - SSE2 (x86): __m128i low-64-bit with _mm_cmpeq_epi16 masking
  - Scalar: loop-of-4 reference (fallback platforms)

Carry-out detection uses 32-bit widening (the 16-bit SIMD lanes
lose bit 16), keeping bit-exact parity with the original scalar
ADD16SAT for all mode combinations.

Test coverage: 16,000+ random fuzz vectors across all 8 daddmode
flag combinations (sat/eightbit/hicinh), plus targeted edge cases
for overflow, saturation, 8-bit mode, and hicinh carry inhibit.
All 56,103 tests pass on NEON.
