SergeyMenshykhandRoger Barreto 8c360ce77e .Net: Update to OpenApi.NET V2 - Part1 (#9861)
### Motivation and Context
Currently, SK OpenAPI functionality uses the OpenApi.NET v1.6 SDK to
parse OpenAPI documents. The library version supports only OpenAPI v2 -
v3.0.1 versions but does not support OpenAPI v3.1. The OpenApi.NET v2
SDK has added support for OpenAPI v3.1 together with some public API
changes that caused several breaking changes on SK OpenAPI
functionality.

### Description
This PR adapts SK OpenAPI functionality to the new OpenApi.NET v2 SDK
public API surface.

ふぁーandTao Chen 27a89bae54 Python: Introduced a new condition to yield StreamingChatMessageContent directly when usage data is available. (#9753)
### Motivation and Context

issue: https://github.com/microsoft/semantic-kernel/issues/9751

This pull request addresses a bug where setting
`stream_options.include_usage` to `True` does not return token usage,
resulting in `None` for the `usage` field.

The issue occurs when using Azure OpenAI's GPT-4o and GPT-4omini models.
In particular, if the last chunk of the response has an empty `choices`
list, the chunk is skipped entirely, and the token usage is not
processed correctly.

In the Azure OpenAI implementation, if `usage` information is included,
the chunk should be processed appropriately. However, the current code
skips processing when `choices` is empty. This pull request fixes this
behavior so that the chunk is processed when `usage` is present, even if
`choices` is empty.

### Description

This fix includes the following changes:

- Modified the relevant section in `azure_chat_completion.py` to ensure
that chunks with empty `choices` are not skipped if `usage` information
is present.
- Specifically, the condition `if len(chunk.choices) == 0:` was updated
to allow chunks with `usage` data to be processed correctly.

With these changes, setting `stream_options.include_usage` to `True`
will correctly return token usage data, even for chunks where the
`choices` list is empty.

Roger BarretoandDmytro Struk ef8251c914 .Net: Add JsonElement String to Primitive Implicit Conversion Support (SLM Function Calling) (#9784)
### Motivation and Context

In the original logic the conversion was giving priority for existence
of converters when the parameter value was a
JsonElement/JsonDocument/JsonNode, this change checks if the argument is
one of those types first and use the proper JSON conversion.

This change also bring some resiliency when the `JsonElement` provided
is a `string` for primitive types like `boolean` and C# numeric types.

This change improves function calling experience when using local models
that send JSON string argument values ("1" or "true") instead of the
expected JSON type (1, true) for calling functions.
i.e: `Llama 3.1, Llama 3.2`

Added Unit Tests covering the added JsonElement arguments support.

- Fixes #9711
- Extra (Remove of Warning for ONNX connectors SYSLIB1222)

Evan Mattson 51675d2607 Python: OpenAPI plugin updates to promote plugin to preview (#9670)
### Motivation and Context

We currently handle OpenAPI plugins via the kernel, but in a pretty
simple way. The changes in this PR are allowing one to define multiple
server paths for an operation as well as configure security on the
operations either at the operation level or at the "global" spec level
(these are included as metadata in the kernel function parameter
`additional_parameters` dict).

The OpenAPI plugin is graduating from an experimental state to a preview
state. This, in turn, removes the `experimental` tag from some public
facing methods. In the near future, all `experimental` tags will be
removed once we're confident there are no other underlying changes
required.

Closes #9719

<!-- Thank you for your contribution to the semantic-kernel repo!
Please help reviewers and future users, providing the following
information:
  1. Why is this change required?
  2. What problem does it solve?
  3. What scenario does it contribute to?

-->

### Description

Adds support for OpenAPI plugin:
- allow for multiple servers for an API operation
- allows one to define security configuration at the spec level as well
as per operation level
- fixes a bug where the `excluded_operations` on the execution settings
were never checked during REST API operation building
- adds the deprecated tag to the `OpenAI plugin` code as it was
deprecated by OpenAI and we never handled it in SK Python.
- renames some model class to remove the `operation` portion of the
name.
- adds ability to specify a callback to be able to skip certain api
operations based on name, method, or description
- removes the experimental tag from public facing methods.
- allows one to pass in a parsed OpenAPI spec to the plugin add method
- adds unit tests

SergeyMenshykh 8da553da04 .Net: Prepare OpenAPI model collection properties to be modifiable. (#9735)
### Motivation, Context and Description
Currently, OpenAPI model classes use a read-only version of list and
dictionary types as types for collection properties. This is sufficient
for now, but it could become a breaking change later when they need to
be modifiable. In that case, they will have to be changed to
non-read-only types - specifically, IList<T> and IDictionary<TK, TV>.
This PR changes all the collection properties to be modifiable by
altering their types to IList<T> and IDictionary<TK, TV>.

~~The RestApiSecurityRequirement model class is not completely
freezeable at the moment and needs to be refactored to implement the
IDictionary interface instead of inheriting from Dictionary. This change
will allow for intercepting mutation calls and throwing an exception if
the class is frozen.~~

<blockquote>
<h1>API Breaking Changes</h1>
<h1>Version 1.1.0</h1>
<h3>Removed VisualBasicCommandLineParser.ctor</h3>
<p>During a toolset update we noticed the constructor on
<code>VisualBasicCommandLineParser</code> was <code>public</code>. This
in turn made many of the <code>protected</code> members of
<code>CommandLineParser</code> a part of the API surface as it gave
external customers an inheritance path.</p>
<p>It was never the intent for these members to be a part of the
supported API surface. Creation of the parsers is meant to be done via
the <code>Default</code> singleton properties. There seems to be little
risk that we broke any customers here and hence we decided to remove
this API.</p>
<p>PR: <a
href="https://redirect.github.com/dotnet/roslyn/pull/4169">dotnet/roslyn#4169</a></p>
<h3>Changed Simplifier methods to throw ArgumentNullExceptions</h3>
<p>Changed Simplifier.ReduceAsync, Simplifier.ExpandAsync, and
Simplifier.Expand methods to throw ArgumentNullExceptions if any
non-optional, nullable arguments are passed in. Previously the user
would get a NullReferenceException for synchronous methods and an
AggregateException containing a NullReferenceException for asynchronous
methods.</p>
<p>PR: <a
href="https://redirect.github.com/dotnet/roslyn/pull/5144">dotnet/roslyn#5144</a></p>
<h1>Version 1.3.0</h1>
<h3>Treat a method marked with both public and private flags as
private</h3>
<p>The scenario is loading an assembly where some methods, fields or
nested types have accessibility flags set to 7 (all three bits set),
which mean public AND private.
After the fix, such flags are loaded to mean private.
The compat change is we’re trading a compile-time success and runtime
failure (native compiler) against a compile-time error (restoring the
behavior of v1.2).</p>
<p>Details below:</p>
<ul>
<li>The native compiler successfully compiles the method and field case
(those only yield runtime error System.TypeLoadException: Invalid Field
Access Flags) and reported an accessibility error on the nested
type.</li>
<li>The 1.2 compiler generated errors:</li>
</ul>
<pre><code>error BC30390: 'C.Private Overloads Sub M()' is not
accessible in this context because it is 'Private'.
error BC30389: 'C.F' is not accessible in this context because it is
'Private'.
error BC30389: 'C.C2' is not accessible in this context because it is
'Protected Friend'.
error BC30390: 'C2.Private Overloads Sub M2()' is not accessible in this
context because it is 'Private'.
</code></pre>
<ul>
<li>The 1.3 compiler crashes.</li>
<li>After fix, the same errors as 1.2 are generated again.</li>

<h1>API Breaking Changes</h1>
<h1>Version 1.1.0</h1>
<h3>Removed VisualBasicCommandLineParser.ctor</h3>
<p>During a toolset update we noticed the constructor on
<code>VisualBasicCommandLineParser</code> was <code>public</code>. This
in turn made many of the <code>protected</code> members of
<code>CommandLineParser</code> a part of the API surface as it gave
external customers an inheritance path.</p>
<p>It was never the intent for these members to be a part of the
supported API surface. Creation of the parsers is meant to be done via
the <code>Default</code> singleton properties. There seems to be little
risk that we broke any customers here and hence we decided to remove
this API.</p>
<p>PR: <a
href="https://redirect.github.com/dotnet/roslyn/pull/4169">dotnet/roslyn#4169</a></p>
<h3>Changed Simplifier methods to throw ArgumentNullExceptions</h3>
<p>Changed Simplifier.ReduceAsync, Simplifier.ExpandAsync, and
Simplifier.Expand methods to throw ArgumentNullExceptions if any
non-optional, nullable arguments are passed in. Previously the user
would get a NullReferenceException for synchronous methods and an
AggregateException containing a NullReferenceException for asynchronous
methods.</p>
<p>PR: <a
href="https://redirect.github.com/dotnet/roslyn/pull/5144">dotnet/roslyn#5144</a></p>
<ul>
<li>The native compiler successfully compiles the method and field case
(those only yield runtime error System.TypeLoadException: Invalid Field
Access Flags) and reported an accessibility error on the nested
type.</li>
<li>The 1.2 compiler generated errors:</li>
</ul>
<pre><code>error BC30390: 'C.Private Overloads Sub M()' is not
accessible in this context because it is 'Private'.
error BC30389: 'C.F' is not accessible in this context because it is
'Private'.
error BC30389: 'C.C2' is not accessible in this context because it is
'Protected Friend'.
error BC30390: 'C2.Private Overloads Sub M2()' is not accessible in this
context because it is 'Private'.
</code></pre>
<ul>
<li>The 1.3 compiler crashes.</li>
<li>After fix, the same errors as 1.2 are generated again.</li>
</ul>

0d11264aee .Net: Fix FunctionChoiceBehavior State Restoration in OllamaPromptExecutionSettings. (#9718)
### Description

This PR addresses a bug in `OllamaPromptExecutionSettings` where the
`FunctionChoiceBehavior` state was not properly restored during the
conversion process from `PromptExecutionSettings`. Specifically, the
internal state of `FunctionChoiceBehavior`, including its list of
associated functions, was lost during serialization and deserialization.

### Motivation and Context

**Why is this change required?**
The lack of proper state restoration led to missing function definitions
in HTTP requests when using the Ollama connector, causing failures in
scenarios that rely on function calls.

**What problem does it solve?**
This change ensures that the `FunctionChoiceBehavior` is fully restored
when converting execution settings, maintaining the expected behavior
for function calls in the Ollama connector.

**What scenario does it contribute to?**
This fix enables consistent and reliable function calling with the
Ollama connector, ensuring that defined functions are included in
requests and operate as expected.

**Related Issues**
This change fixes the issue described in the bug report, improving
usability and reliability when working with function behaviors in
Semantic Kernel integrations.

Fixes: https://github.com/microsoft/semantic-kernel/issues/9723

Must distinguish between file-search result and function-call result for
assistant streaming without triggering `NullReferenceException`

### Description
<!-- Describe your changes, the overall approach, the underlying design.
These notes will help understanding how your code works. Thanks! -->

A file-search result provide any streaming result; rather, it results in
an annotation on the assistant message. Still it must be distinguished
from a function-call result.

Since `RunStepDetailsUpdate.FunctionName` property throws a
`NullReferenceException` when being evaluated, using
`RunStepDetailsUpdate.FunctionResult` property.
