<h2>3.0.1</h2>
<p>This is a security release for the 3.0.x feature branch.</p>
<ul>
<li>Changes: <a

</ul>
<h2>3.0.0</h2>
<p>This is a feature release, which includes new features, removes
previously deprecated code, and adds new deprecations. The 3.0.x branch
is now the supported fix branch, the 2.3.x branch will become a tag
marking the end of support for that branch. We encourage everyone to
upgrade, and to use a tool such as <a
href="https://pypi.org/project/pip-tools/">pip-tools</a> to pin all
dependencies and control upgrades. Test with warnings treated as errors
to be able to adapt to deprecation warnings early.</p>

Dmytro Struk 19ed865f3c .Net: Locked version of Roslynator packages to 4.3.0 (#3368)
### Motivation and Context

<!-- Thank you for your contribution to the semantic-kernel repo!
Please help reviewers and future users, providing the following
information:
  1. Why is this change required?
  2. What problem does it solve?
  3. What scenario does it contribute to?
  4. If it fixes an open issue, please link to the issue here.
-->

Dependabot created a couple of PRs to upgrade version of `Roslynator.*`
packages from 4.3.0 to 4.6.1. (Example:
https://github.com/microsoft/semantic-kernel/pull/3274)

With this change, build pipeline is failing for .NET 6 (Details:
https://github.com/microsoft/semantic-kernel/actions/runs/6657643874/job/18092783710?pr=3274):

![image](https://github.com/microsoft/semantic-kernel/assets/13853051/2a296868-c244-4a10-bb85-a779c024e767)

This is happening because greater versions of `Roslyn` packages require
greater versions of .NET SDK or Visual Studio (which ships together with
.NET SDK):

Link:
https://github.com/dotnet/roslyn/blob/main/docs/wiki/NuGet-packages.md#versioning

This PR contains changes to lock version of `Roslynator` packages to
4.3.0.

Roger Barreto 831ff8edf0 .Net Issue Fix - Add FunctionResponse to ChatStreaming interfaces (#3246)
### Motivation and Context

Resolves #3198

Today we can't call functions using streaming, this change allows it to
be used.

The current approach will require the stream to be buffered while
listening to a potential function call.

The example shows how that will be achieved.
```
StringBuilder chatContent = new();
// Non function result streaming will happen here.
await foreach (var message in chatResult.GetStreamingChatMessageAsync())
{
    if (message.Content is not null)
    {
        Console.Write(message.Content);
        chatContent.Append(message.Content);
    }
}
chatHistory.AddAssistantMessage(chatContent.ToString());
// After all stream was loaded check if a `FunctionResponse` was present.
var functionResponse = await chatResult.GetStreamingFunctionResponseAsync();
```

Remark: Calling `GetStreamingFunctionResponseAsync()` will buffer the
stream to capture the full function call definition, use it after all
the streaming messages were flushed out.

### Description

Allows streaming interfaces to get the function result.

This is a simplified approach (Buffer the streaming of a function call
request until it's complete). Using the FunctionCall

Roger Barreto 5bfff5dc4b .Net: Plans using FunctionRunner + RequestSettings (Revert) (#3279)
This change actually added a regression on the hooks, duplicating the
triggering while using plans.

RequestSettings at the Kernel level needd more discussion.

Roger Barreto 0c1b669d23 .Net: Plans using FunctionRunner + RequestSettings (#3264)
### Motivation and Context

Plans now fully utilize Kernel.RunAsync thru FunctionRunner interface,
this will allow Plan steps to trigger Pre/Post Hooks defined in the
Kernel that the Plan was ran.

Option to override the RequestSettings in the Kernel.RunAsync call.
This is was required while running Plan steps that by default will use
the current Plan settings.

One more step towards using RunAsync as the main entry point + Pre/Post
hooks phase 2.

Resolves Partially #2324

### Description

- Kernel.RunAsync optionally accepts `AIRequestSettings`
- PlanSteps now run in the Kernel and can trigger Pre/Post Hooks

Mark Wallace 360102243b .Net: Introduce IAIServiceSelector interface to allow AI service and request settings to be selected during semantic function execution (#3227)
### Motivation and Context

Fix following issues for Semantic functions:

1. Allow semantic functions to dynamically retrieve the AI service and
request settings to be used when executing the function

Previously semantic functions execution has the following limitations:

1. The AI service was set on the semantic function when it was created.
This meant that an instance of a semantic function could not be used
with multiple different Kernel instances.
1. The AI request settings were set on the semantic function when it was
created. This meant that different request settings could not be
selected when the function was executed.

### Description

This PR add's a new abstraction called `IAIServiceSelector`. An instance
of this is added to a semantic function when it is created. The default
implementation works as follows:

1. If the semantic function only has a single associated model request
setting instance with no service id then the default AI service and the
model request settings are used. This is consistent with the previous
behaviour.
1. If the semantic function only has a single associated model request
setting instance with a service id then the named AI service and the
model request settings are used. If the named AI service is not
available an exception will be thrown. This is consistent with the
previous behaviour.
1. If the semantic function only has multiple associated model request
setting instances then:
    1. The model request setting instances are considered in order
1. The first model request setting instance with no service id is
considered the default
1. For each model request setting instance that has a service id, if the
service exists then it will be used with the associated model request
settings
1. If no matching service can be found and default request settings are
provided the default service will be used
1. If no matching service can be found and no default request settings
are provided an exception will be thrown
