`README.md` had several visual problems, which I decided to fix.
### Description
<!-- Describe your changes, the overall approach, the underlying design.

- The first problem was a `dotnet-ci` status badge, which is no longer
available. I replaced it with two status badges: `dotnet-ci-docker` and
`dotnet-ci-windows`.
- The second one was *Using Semantic Kernel in C# and Python*. The icons
were positioned out of place. I have made a small table with the icons
and hyperlinks present earlier.
- And finally, small corrections such as h3 lines for C# and Python
approaches above *getting started with the basics* instructions.

### Description
KernelHttpServer Azure Functions project targets net6.0. Building with
net7.0 SDK succeeds, but then running it in an environment with only a
net7.0 runtime installed fails, as it requires the net6.0 runtime to
boot.
With this change, we apply the `<RollForward>LatestMajor</RollForward>`
MSBuild tag to the KernelHttpServer csproj file. This instructs the
project to target the highest version of dotnet installed (min net6.0).

### Motivation and Context
Copilot Chat uses packages that can only be supported by Yarn v1.x.
However, we have multiple reported cases where customers follow the
instructions to install the wrong version of Yarn that causes errors in
the Copilot Chat app.
### Description
1. Update the Semantic Kernel top README to use classic Yarn
installation link.
2. Add Troubleshooting guidance for Yarn 2.x+ in Copilot Chat README.

* Fix#735: broken links in pip README. Sync nuget and pip readmes.
* Update planning doc, use plural for "planners".
* Add RAG to list of patterns supported by SK.
### Motivation and Context
With the official publishing of the Python Semantic Kernel, we should be
informing the public of feature parity between Python and C#. Python is
currently playing catch up.
### Description
Removed the FEATURE_PARITY.md file from the python directory and added a
FEATURE_MATRIX.md file to the top level of the repo. The main REAME.md
now links to this file. Added a stronger breakdown of features that we
are tracking for SK.
### Motivation and Context
Please help reviewers and future users, providing the following
information:
1. Why is this change required? -> more consistancy
2. What problem does it solve? -> make it clear on the button that
discord is used
3. What scenario does it contribute to? -> visibility of discord
### Description
- changed name of button
+ the color to match it with the 'Kernel' color.
+ added discord logo
* Add python getting started notebook
* Fix notebooks usage of Azure text completion
* Fix bug with skills definition
* Update READMEs
* New release version 0.2.2
### Motivation and Context
Cleaning up tech debt as per plan, last couple of months
* Moved OpenAI code to Connectors namespace
* Label => Service Id
* Backend => Service / Connector
* EmbeddingGenerator => EmbeddingGeneration / TextEmbeddingGeneration
### Motivation and Context
This sample continues in the spirit of prior samples in the samples/apps
folder with a goal of teaching developers how the concepts of memory and
embeddings can be integrated.
### Description
This sample includes a frontend app that allows the developer to enter
the address of a publicly available Github repository, which is
downloaded to the temp directory of the machine hosting the
KernelHttpService sample application (can be the same machine).
Once downloaded the developer is able to have a conversation with the
repository and see the impact of the relevance slider on the responses.

### Motivation and Context
The project is very early and we want to hear feedback from everyone.
Adding a more visible note early in the README is important to boost
collaboration and to improve SK.
### Description
Extend the note in the README with links inviting the community to work
together.
### Motivation and Context
Communicate to the community that the Semantic Kernel is an early preview and will rapidly
evolve. Also invite the community to build the project together.
Make sure users can run all the examples in case they have only .NET 7
installed.
Clarify the .NET version requirements. While SK works fine with .NET
Core 3.1, that version is not supported and builds would throw several
warning about untested dependencies.
Improve the main readme, supporting both users willing to clone and run
samples, developers looking to create a new app using the nuget package,
and contributors looking for ways to participate.
Added additional technical docs, explaining some important concepts and
touching on various aspects of the project, e.g. architecture and
nomenclature.
