Scanner: the water candidate, with the number that governs it
Shear is source-seconds between adjacent columns:
headWidth * source.rate / (advance * 60)
The ten second test runs advance 12, which puts that at 0.008 source-seconds --
a quarter of one frame, so there is nothing to shear. I chose a fast sweep so the
tape would wrap inside ten seconds and called it a video, and in doing so
optimised away the effect we were trying to see.
The tension between 'shear needs a slow sweep' and 'a slow sweep never fills the
tape' is false: the numerator has two terms. 01-water raises source.rate to 6
instead of dropping advance, giving 0.2 source-seconds between columns while the
tape still fills in four.
Untested against a human eye. It is a candidate, not a result.

"_": "WATER. Shear comes from SOURCE-TIME between adjacent columns = headWidth*source.rate/(advance*60). Here 8*6/(4*60) = 0.2s per column, which is strong shear, while advance 4 still fills the tape in 4s so it wraps and keeps moving. If it is too violent drop source.rate toward 2-3; too subtle, raise headWidth before touching advance.",
