docs: correct migration 145 permission default comment (#2355)

Migration 145's comment said a null `nodes.permissions_to` meant the runner refuses and holds attention, which was the first version's behaviour. It now says what the merged code does: with no chosen person, the default person is asked, and the request is permitted when nobody can be asked. Comment only; the migration's name, SQL and behaviour are unchanged. +1/-1.
