docs(herdr): name the two known cases where Herdr reads a waiting seat as idle (#2056)

Clarify when Herdr may show a waiting seat as idle: a wrapped Claude footer or a visible inner tmux status line. Keep OpenRig's view and Feed as the route to find waiting seats.

Documentation only; matching mirrored skills and generated digests. The supporting evidence uses replay and screenshot-derived frames. No native runtime fix, historical causal proof, or live settings change is claimed.
