docs(roadmap): mark 0.7.4 released (#2197)

The roadmap now lists 0.7.4 as released, with a link to its release and its published title, and points readers to the release notes for what shipped, the experimental and security notes for hosted members, upgrade instructions, credits and the remaining testing gaps. It replaces the 0.7.3 section; "How to help", "Testing" and the backlog sections are unchanged. Text only.
