Mike Schwarz eabaaf8e34 fix(docs): the conformance check waits its per-step bound for what a runner does after a permission read (#2375)
The runner conformance check (`docs/reference/runner-conformance/check-runner.mjs`), which runner authors run on their own machines, could falsely fail a correct runner on a busy machine at case 4b's read cells. After a permission read that OpenRig answers with an unlisted status (such as 500) or `activity_grant_stale`, it waited a fixed `scale(4000)` for the agent's outcome, tighter than section 7, which sets no time limit after a read. That wait is now the check's own per-step observation budget, `opts.waitMs` (8 seconds by default, scaled by `--wait-ms`). The unreachable-read cell keeps `scale(10000)`, since a runner may retry a read that got no answer. A dropped or wrong outcome still fails the same exact checks. The test double gains a `--read-retries <n>` mode, and a test cell runs case 4b with it.

Check +3/-2, test double and test +17/-1.
