This PR adds documents for the three new variables created in https://github.com/open-webui/open-webui/pull/13494 and https://github.com/open-webui/open-webui/pull/13379 that allow the user to setup Azure STT/TTS for non-Azure commercial endpoints. Also included is a variable to set the maximum amount of speakers to recognize for transcription.
