Make ioctl prototype conditional on FUSE_USE_VERSION. (#482)

Define FUSE_USE_VERSION < 35 to get old ioctl prototype
with int commands; define FUSE_USE_VERSION >= 35 to get
new ioctl prototype with unsigned int commands.

Fixes #463.
