Simon Wilson 7136cf7c86 pcm: support S24_LE format

S24_LE is 24 bit audio in a 32 bit sample size. Also
make the pcm_format_to_bits() function part of the API
since it will be required for tinycap.

tinyalsa: a small library to interface with ALSA in the Linux kernel

The aims are:

- Provide a basic pcm and mixer API
- If it's not absolutely needed, don't add it to the API
- Avoid supporting complex and unnecessary operations that could be
  dealt with at a higher level
