Eric Laurent 7db48587ba pcm: more state checking in pcm_get_htimestamp()

pcm_get_htimestamp() should return an error if stream state is not
running or draining as the time stamp returned by the driver is not
valid in other states.

tinyalsa: a small library to interface with ALSA in the Linux kernel

The aims are:

- Provide a basic pcm and mixer API
- If it's not absolutely needed, don't add it to the API
- Avoid supporting complex and unnecessary operations that could be
  dealt with at a higher level
