Enlarge region and language flags on v2 game cards (#5022)

Browse Source 
At 11px, detailed flag emoji like the US flag collapse into unreadable
glyphs on Firefox/Windows (Twemoji). 14px keeps them recognizable while
the chip stays compact.

Fixes #4952
