ed541fe200 [mips][mips16] MIPS16 is not a CPU/Architecture but is an ASE. 
Summary:
The -mcpu=mips16 option caused the Integrated Assembler to crash because
it couldn't figure out the architecture revision number to write to the
.MIPS.abiflags section. This CPU definition has been removed because, like
microMIPS, MIPS16 is an ASE to a base architecture.

1c3e47c07a Fix a low hanging use of hasRawTextSupport. 
This also fixes the placement of the function label comment. It was being
placed next to the mips16 directive instead of next to the label.

c09856b535 Change mips16 delay slot jumps to non delay slot forms by default. 
We will make them delay slot forms if there is something that can be
placed in the delay slot during a separate pass. Mips16 extended instructions
cannot be placed in delay slots.

being used by Mips16 or Micro Mips

4a5a8949cd Enable Mips16 compiler to compile a null program.
