When a phi node is finally lowered to a machine instruction it is
important that the lowered "load" instruction is placed before the
associated DEBUG_VALUE entry describing the value loaded.
Renamed the existing SkipPHIsAndLabels to SkipPHIsLabelsAndDebug to
more fully describe that it also skips debug entries. Then used the
"new" function SkipPHIsAndLabels when the debug information should not
be skipped when placing the lowered "load" instructions so that it is
placed before the debug entries.

Rename AllVRegsAllocated to NoVRegs. This avoids the connotation of
running after register and simply describes that no vregs are used in
a machine function. With that we can simply compute the property and do
not need to dump/parse it in .mir files.

Change MachineInstr API to prefer MachineInstr& over MachineInstr*
whenever the parameter is expected to be non-null. Slowly inching
toward being able to fix PR26753.

Without this, we can't chain copyImplicitOps.

This patch adds some missing calls to MBB::normalizeSuccProbs() in several
locations where it should be called. Those places are found by checking if the
sum of successors' probabilities is approximate one in MachineBlockPlacement
pass with some instrumented code (not in this patch).

The changes in this patch are as follows:
1. Modify the emitPrologue and emitEpilogue methods to work properly when the prologue and epilogue blocks are not the first/last blocks in the function
2. Fix a bug in PPCEarlyReturn optimization caused by an empty entry block in the function
3. Override the runShrinkWrap PredicateFtor (defined in TargetMachine) to check whether shrink wrapping should run:
Shrink wrapping will run on PPC64 (Little Endian and Big Endian) unless -enable-shrink-wrap=false is specified on command line
A new test case, ppc-shrink-wrapping.ll was created based on the existing shrink wrapping tests for x86, arm, and arm64.

Third time's the charm. The previous commit was reverted as a
reverse for-loop in SelectionDAGBuilder::lowerWorkItem did 'I--'
on an iterator at the beginning of a vector, causing asserts
when using debugging iterators. This commit fixes that.

PPCInstrInfo.cpp has ended up containing several small MI-level passes, and
this is making the file harder to read than necessary. Split out
PPCEarlyReturn into its own source file. NFC.
Now that PPCInstrInfo.cpp does not also contain pass implementations, I hope
that it will be slightly less unwieldy.
