Summary:
This modifies the dwarfdump output to align it with the new .debug_names
dump. It also renames two header fields to match similar fields in the
dwarf5 header.
A couple of tests needed to be updated to match new output. The changes
were fairly straight-forward, although not really automatable.

This fixes a bug where the verifier was complaining about empty
accelerator tables. When the table is empty, its size is not a valid
offset as it points after the end of the section.
This patch also makes the extractor return llvm:Error instead of bool
for better error reporting in the verifier.

This patch verifies the number of atoms, the validity of the form for each atom, as well as the validity of the
hashdata. For hashdata, we're verifying that the hashdata offset is correct and that the offset in the .debug_info for
each DIE in the hashdata is also valid.

This adds Clang-specific DWARF constants for nullability and ObjC
class properties that are already generated by clang. This patch adds
dwarfdump support and a more comprehensive testcase.

I looked into adding a warning / error for this to FileCheck, but there doesn't
seem to be a good way to avoid it triggering on the instances of it in RUN lines.

This reverts commit r221842 which was a revert of r221836 and of the
test parts of r221837.
This new version fixes an UB bug pointed out by David (along with
addressing some other review comments), makes some dumping more
resilient to broken input data and forces the accelerator tables
to be dumped in the tests where we use them (this decision is
platform specific otherwise).

The tests are asserting on some buildbots. This also reverts the
test part of r221837 as it relies on dwarfdump dumping the
accelerator tables.

The class used for the dump only allows to dump for the moment, but
it can (and will) be easily extended to support search also.
