Handle clear gpu cache as a global message.
This makes it so if you change texture scaling in the Windows menu on the
pause menu, it actually clears the cache.

Vulkan: Allow C++ to determine use of JavaGL.
Based on config - this way we can enable Vulkan more easily even before we
determine why some devices don't like C++ EGL for GLES.
