1640a39de8 Add developer setting "Show on screen messages". Uncheck to hide them.
Fixes #13682.

Might move to system settings or something next release, don't want to
cause a mess in translations.

166035a87b Simulates memory stick size to get fixed free space.
Some games may be sensitive to the changes of free space of memory stick, and Android's free space is usually variable.

0e3a84b4a8 Move most GPU things to Common.
It works after the move, on Windows and Android at least.

Deletes the D3DX9 shader compiler loader, which was not used.

c5e0b799d9 Remove category from _assert_msg_ functions. We don't filter these by category anyway.
Fixes the inconsistency where we _assert_ didn't take a category but
_assert_msg_ did.

4ef63843d2 Display: Allow unthrottle to skip only flipping.
Before, it either flipped continuously, or forced frameskip on.  This
makes it so you can still draw frames, but skip actual flips.

This is useful when games draw things only in a single frame and reuse
later.  It's also useful when measuring speed improvements if you already
get 100% speed on a device.

73046239e3 Android: Add option to ignore camera notches when sizing the display.
This is generally what you want, at least on phones with small notches.

Not sure about the most intuitive polarity and name of the setting.. bit
of a shame to create another setting with a negation. But most people
should probably ignore this.
