 layers.accelerate-all
 layers.accelerate-none

and adds:
 layers.acceleration.disabled
 layers.acceleration.force-enabled

This is closer to what D2D does.

58fa533523 Bug 611595 - Prevent a crash when D3D9 texture creation fails because the screen is locked. In CairoImageD3D9::SetData, save the surface as a member.
