504acf15de Core: Allow for disabling graphics backends.
Mainly for Vulkan, since sometimes even mobile drivers crash when we ask.
This at least provides options.

Also centralizes support checks.

f906fbed35 Core: Track graphics startup failures and cycle.

989f19f83f UI: Respect the pause button display setting.

7230a8b427 Remove the "Disable alpha test" setting. It breaks too many things.
The  performance benefits in a few games on older hardware are not worth it.
We are able to automatically remove redundant alpha test in many cases now.

0c6ceee210 Optimize the resampler a little. Update native with new ability to not force 44khz so we actually get any use.
This causes Nexus 4 and Nexus 9 to end up on the fast path, greatly decreasing audio latency!

This also removes the "atomic audio" setting as the new audio code is lock-free always.

3f20b32041 Add an option to prevent cpu stall on slow IO.
This is good for any slow storage, including:
  * Hard disk spinning up.
  * Generally slow (cheap) SD cards.
  * HTTP or Samba streaming.

May possibly cause bugs in some cases where timing is unrealistic.  That
being said, as long as the game is a UMD game, and there's caching (could
enable memory caching for storage), it should not be a problem usually.

5c470a1923 Remove bgm and sfx volume settings.
They don't actually work in all games, and this only confuses users.

Also, the default 7 lowers the volume of audio detected as bgm or sfx, but
not other volume.  This means that some audio may have played too loud in

4a8d52ab1a Add a config option for the slow framebuf effects.
Like cluts, blitting, etc.  At higher render resolutions these are
expensive, and on some mobile devices they may be too much.

Of course, they're only used when needed so this is a speedhack.

a7b9ce205b Enable function replacements by default.
So things like Star Ocean work, and game memcpy()'s to GPU work.

This will make game start on mobile a bit slower, though.  And there could
still be bugs so leaving as an option, but seems pretty stable.  Didn't
realize it wasn't enabled by default.

c55578367f Add option "Small Display", useful for large tablets to avoid overlapping touch controls with the screen.
Will later replace with a multiselect of different sizes, or something more advanced
like multitouch drag & zoom of the screen to get it exactly where you want it.

Has been used in previous Symbian releases to improve speed. Was thought to only work on Wipeout but actually works on most games?
Games that run based on internal timer will experience 60 VPS without frameskip.

b1b4679fe6 Scale touch controls to screen resolution.
Include a migration method for users who were on the old static system.
Scaling up may still look weird due to the hacky method of placement which is unchanged by this commit.
Next step of resolution independence would be to have the button scaling affected by resolution too.
Tested on a few devices. Mobile users should see no changes at all.

bf59f3db73 Add ugly hack setting for PowerVR to disable alpha test
Causes glitches but the speedup is truly massive in some games so I relent :/

Please do not report graphics bugs when this is enabled...

Future: Maybe remove this setting except on PowerVR?
